When you’re gathering with clients or neighbors this July 4th, if anyone asks, “Which state is the most patriotic?” you won’t have to guess. Thanks to WalletHub’s latest data drop, you’ll have a definitive answer, and a few surprising facts to go with it.
WalletHub ranked all 50 states across 13 different metrics to find where Americans show the most pride and civic commitment. The full study compares states on things like military service, voter turnout, and volunteerism.
Let’s take a look at some of the standouts.
Top 3 Most Patriotic States in 2025
Virginia tops the list this year, and not just because it’s home to the Pentagon. For every 100,000 civilians, Virginia has over 1,850 active-duty military personnel, ranking third in the country. More than 103 veterans per 1,000 civilians call the state home, and nearly 73% of adults voted in the 2024 presidential election, well above the national average of 66%.
Add in a top-five ranking for Peace Corps volunteers and a state-mandated civics course in high school, and it’s clear Virginians take service seriously.
Montana came in second, thanks to high participation across nearly every civic category. Over 69% of residents turned out to vote in 2024, and nearly 46% voted in the 2020 primary, making it the highest primary turnout in the country.
Montana also ranks second in jury service, AmeriCorps participation, and veterans per capita, with 102 veterans per 1,000 civilians.
With more than 37% of residents volunteering, civic duty is clearly a way of life.
Vermont rounds out the top three. The Green Mountain State has the highest rate of Peace Corps and AmeriCorps volunteers per capita, and the second-highest overall volunteer rate. It also ranks eighth in military reserve strength and first in jury participation.
When it comes to showing up for your community, Vermont leads by example.

States With the Most Military Enlistees per Capita
These states lead the country in the average number of people joining the military:
- Georgia
- Alaska
- Texas
- Hawaii
- South Carolina
At the other end of the list:
46. Massachusetts
47. Rhode Island
48. Minnesota
49. Vermont
50. North Dakota
Georgia’s enlistment rate is three times higher than North Dakota’s.
States With the Most Veterans per Capita
Looking at those who’ve already served, these states have the highest number of veterans per 1,000 civilians:
- Alaska
- Virginia
- Wyoming
- Montana
- Hawaii
And the fewest:
46. Connecticut
47. Massachusetts
48. California
49. New Jersey
50. New York
Alaska has three times more veterans per capita than New York.
Peace Corps Volunteers per Capita
When it comes to international service, these states send the most Peace Corps volunteers:
- Vermont
- New Hampshire
- Oregon
- Colorado
- Virginia
And the fewest:
46. Alabama
47. Louisiana
48. West Virginia
49. Mississippi
50. North Dakota
Vermont sends 29 times more Peace Corps volunteers per capita than North Dakota.
States With the Highest Voter Turnout (2024 Presidential Election)
These states had the biggest voter turnout for the 2024 presidential election:
- Minnesota
- Oregon
- Virginia
- New Jersey
- Michigan
And the lowest turnout?
46. Alabama
47. Hawaii
48. Louisiana
49. Texas
50. Arkansas
Virginia’s voter turnout hit 72.9%, compared to the national average of 66%.
States With the Highest Volunteer Rates
These states lead the way in general volunteerism:
- Utah
- Vermont
T-3. Minnesota
T-3. Nebraska - Kansas
Lowest rates:
46. Florida
47. New Mexico
48. Alabama
49. Nevada
50. Rhode Island
Utah’s volunteer rate is three times higher than Rhode Island’s.
Along political party lines, blue states came out ahead of red states, with an average ranking of 21.21 compared to red states’ average of 28.13 (the smaller the number, the more patriotic).
